datagurad中建立备库或者主库备库切换时，主库是switchover_status为tostandby但备库状态为not allowed（
理论上应该为toprimary）,当使用 alter database recover managed standby database disconnect from session 进
行更改会出错：
最初因为not allowed会影响主库备库的切换，一直寻求解决这个问题，木有解决。后来发现，当主备库切换时，主库
切换到备库后，在源备库中执行alter database recover managed standby database disconnect from session就不会出错，
而且备库的switchover_status是toprimary，备库顺利切换。
暂且不知道原因是什么，待研究
