Error:The system has not been taken off maintenance mode completely.
打patch之后,重启EBS Server，使用IE登陆时，报Error
从错误上看，貌似是Maintainance模式没有关闭，然后就使用adadmin关闭Maintenance模式，但是disable Maintenance模式之后，还是报同样的错。
下边的SQL也表明，现在服务器不是处于Maintenance模式:
select fnd_profile.value(\'APPS_MAINTENANCE_MODE\') from dual;

Output:NORMAL
(\'MAINT\'表示Maintainance模式开启，\'NORMAL\'表示Maintainance模式关闭)
最后解决方法：关闭IE，再打开EBS，错误就不见了，可能是IE缓存的问题。
补充：可能要先Disable Maintainance Mode，再重启，可能也可以解决问题
