在oracle 12c 搭建adg要注意密码文件的存放方式，
如果是密码文件存放在asm磁盘组中，则一定要asmcmd pwcopy 命令拷贝密码文件到备库
以下是文档说明
If you have stored the password file in
an Oracle ASM disk group at the standby database, then
you must copy the updated password file from the primary
database to the Oracle ASM location at the standby
database. See Oracle Automatic Storage

used to copy an Oracle ASM or database instance password
file to a specified location.
