1. 检查网络是否正常 （网络正常）
2.设置 sqlnet.ora
但是还是不能解决问题 ：
最后查明是linux 下的设置了dns
去掉 /etc/resolv.conf 下的内容
连接正常

没有去掉 /etc/resolv.conf 前。连接数据库差不多 2分钟 ，后来去掉后，就非常快拉
