为了补工单，当出现跨月时，可能会出现如下问题：
1、Release date为5月份
2、但是希望入库等Transaction 的Transaction date为4月份
需要修改如下两个地方：
1、WIP_discrete_jobs.date_released 为4月份的日期
2、新增一笔wip period balance 记录：relase date为5月份，所以系统会自动在WIP_PERIOD_BALANCES create一笔记录,对应的acct_period_id为5月份inv 对应的period id(select *from ORG_ACCT_PERIODS).这里需要copy一笔五月份的记录，然后把acct_period_id栏位修改为4月份对应的inv period id
