在第一步時﹐需要定義此Exchange rate type是否需要參照別的以及定義如何根據Average rate來計算Buy(減the spread)和Sell(加the spread)和是否允許Inverted和是否使用Fixed.

在第二步時﹐需要維護兩個Money對應關系﹐若1USD=8.027RMB,則此可維護對應關系為1USD->10RMB,則第三步時﹐維護轉換為﹕1USD->80.27RMB(因為其對應關系為1﹕10)

在最后﹐維護Exchange rates時﹐需要參照Translation ratios來維護。
