解决：

select group#,sequence#,archived,status from v$log;

GROUP# SEQUENCE# ARC STATUS
---------- ----------             --- ----------------
    1     19                 NO INACTIVE
    3     21                 NO CURRENT
    2       20                 NO INACTIVE

SQL> alter database clear unarchived logfile group 1;

Database altered.

SQL> alter database clear unarchived logfile group 2;

Database altered.

SQL> alter database clear unarchived logfile group 3;

Database altered.

SQL> shutdown immediate
Database dismounted.
startup mount
ORACLE instance shut down.
SQL> ORACLE instance started.
