用sys用户登录，首页面如下：
查看当前容器名
SQL> show con_name
或查看容器库和插件库名
SQL>select name,pdb from v$services;
查看EM的端口号；
切换到容器库：
alter session set container=CDB$ROOT;
切换到插件库：
alter session set container=PDB1;
查看当前会话中EM对应的端口号；
select dbms_xdb_config.gethttpsport() from dual;
想要修改EM的端口号；
SQL> alter session set container=CDB$ROOT;
SQL> exec DBMS_XDB_CONFIG.SETHTTPSPORT(5501);
创建新用户登录管理EM，需要授权；
角色大小：EM_EXPRESS_ALL》 EM_EXPRESS_BASIC》SELECT_CATALOG_ROLE

For nonadministrative users to have access to EM Express, they must be granted the EM_EXPRESS_BASIC or the EM_EXPRESS_ALL role.
The
EM_EXPRESS_BASIC role enables users to connect to EM Express and to
view the pages in read-only mode. The EM_EXPRESS_BASIC role includes the
SELECT_CATALOG_ROLE role.
The EM_EXPRESS_ALL role enables users to
connect to EM Express and use all the functionality provided by EM
Express (read/write access to all EM Express features). The
EM_EXPRESS_ALL role includes the EM_EXPRESS_BASIC role.
