今天测试环境上11g EM 登录如下图所示
重启了em和数据库都无效；
最后只能重新配置：
oracle用户下：
emca -config dbcontrol db
本命令是重新配置资料库，过程中会提示：
This will remove the existing configuration and the default settings and perform a fresh configuration
Do you wish to continue? [yes(Y)/no(N)]: y
执行结束后，EM能够正常登录了；

另外一种方法是:
(1)删除当前的Database Control资料档案库 :emca -repos drop
(2)创建新的Database Control 资料库:emca -repos create
(3)配置部署Database Control 资料库:emca -config dbcontrol db
