OMS安装失败的原因：
gc 10201中的BUG,将系统日期改为2010年可以安装OMS；因为下载不到补丁

OMA安装失败的原因：
可能是因为jar的路径没有设置。
下一步通过在209上的安装来验证OMA失败的原因。

重复安装OMA的注意事项：
设置TZ=GMT环境变量之后，还需要与oms的TZ 一致 使用命令$OMA_HOME/bin/emctl resetTZ agent
删除oraInventory目录下的ContentsXML/inventory.xml中的条目
如果出现upload version not checked yet
那么clearstate 之后，serure agent 如果重启成功，则agent upload就没有问题
