Config Enterprise Manager Express
oracle在12c中彻底弃用OEM，改用轻量级的EM Exprexs来替代EM。优点是管理和操作要简便了许多，缺点是没有OEM那么强大的功能的。但是OEM毕竟是ORACLE亲生的，他们还有grid control，cloud control，ORACLE SQL development等工具。
EM Express是基于底层XDB实现的，在12c中XDB默认安装。所以安装的时候只需要执行
DBMS_XDB_CONFIG.setHTTPPort(port)即可。
1. Starting Listener

2.Enable TCP Dispatchers

3.Restart DATABASE
这一步在测试过程中发现没有必要
4.Enable XDB Port
