ksuapc : ORA-1033 foreground process starts before PMON处理
今天打开一个win库的时候alert出现
主要 是因为数据库在打开中已经有应用连接上了

暂时处理方法：
先关闭监听，重启库，再启监听

User processes may get ORA-1033 errors when an application is connecting to an instance which is just coming up. Messages such as the following appear in the alert.log when the instance is coming up: ksuapc : ORA-1033 foreground process starts before PMON
