FAXASSET - Asset workbench.Transfers with dates that fall before the DPIS on the asset are allowed to be entered and saved.
In previous releases it would error with:

或者等到后期事务处理的时候再进行调整
某资产在 01-2011 错误录入的启用日期为12-2011， 在03-2011又进行过调整。 但是 在11-2011后的期间里有过事务处理（初始启用日期为12-2011），因此系统会报错。请在12-2011以后期间进行修改分配的操作。
