You can avoid having to use a TNSNAMES.ORA file by specifying the full connect string at the command prompt. The hostname is the only mandatory piece.
sqlplus username/password@ [//] hostname [:port] [/service_name]
Eg. sqlplus scott/tiger@moriarty:1521/ORCL
Set up EZCONNECT in the sqlnet.ora file as follows:
NAMES.DIRECTORY_PATH = (TNSNAMES, EZCONNECT)
