数据库恢复后错误：
SQL> create user testuser identified by testuser;

现象：数据库异机恢复， 恢复system表空间 ；
恢复的时候2个数据库版本一致
处理：重新升级数据库
conn / as sysdba
shutdown immediate
startup upgrade
@?/rdbms/admin/catupgrd.sql
@?/rdbms/admin/utlip.sql
