how to enter new employee in the HRMS manage responsibility
在建立PO之前，需要建立新的 Employee,如果EBS已经安装了HR模块，那么必须在HRMS manager responsibility里面建立该用户。
在开发的时候如果发现一些错误信息：
APP-PER-50022: Locations Screen: HRMS Does Not Have a Value for the User Type
Steps:
Responsibility: System Administrator
Navigate to Profile > System
Query up HR:User Type for the responsibility you are using
Assign a value to the Profile.
Save
