startup force 用在数据库出现问题时，不能正常关闭时。
相当于 shutdown abort + startup
startup restrict是在数据库处于shutdown状态下打开数据库时的一种做法。
当数据库以restrict方式打开时，只有具有 RESTRICTED SESSION权限的用户才能登陆。
SQL> shutdown immediate
数据库已经关闭。
已经卸载数据库。
ORACLE 例程已经关闭。
SQL> startup restricted;
SP2-0714: 无效的 STARTUP 选项组合
SQL> startup restrict;
ORACLE 例程已经启动。
数据库已经关闭。
已经卸载数据库。
