emca -config dbcontrol db -repos recreate时导致除sys用户外，其他用户无法登陆，同时出现大量的resmgr.become.active等待事件，而 emca -config dbcontrol db -repos recreate发起的会话的等待事件一直为：wait for possible quiesce finish
