启动CRS及instance!
11gr2中，机器重启后instance 没有跟着重新启动
./crsctl check css

./crs_start -all
CRS-0184: Cannot communicate with the CRS daemon.

./crsctl start css 启用
./crsctl check css
检查
./crs_stat -t
