注： powershell的0.9.4 版本好像有BUG 不能固定VIP 0.9.2还是.3的可以
具体的步骤：
固定已存在与区域虚拟网络下的虚拟机公网
IP:New-AzureReservedIP -ServiceName ReservedExitIP -ReservedIPName TestRIP -Location "China North"
“ServiceName” 为云服务名字, “ReservedIPName 为此固定 IP 命名”, “location 为此虚机所在虚拟网络所在的区域”。
具体的步骤：
