SESSION 1:
SQL> insert into wxh_tbd select * from wxh_tbd where rownum<10;
9 rows created.
SESSION 2:
SQL> alter session set ddl_lock_timeout=10;
Session altered.
SQL> truncate table wxh_tbd;
不会直接报错，会等待。
超过十秒。报错：
ERROR at line 1:
ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
