cause by :
SQL> show parameter recyclebin;

sql>startup force mount
SQL> flashback database to timestamp to_timestamp('23-09-10 23:00:0','dd-mm-yy hh24:mi:ss');
flashback database to timestamp to_timestamp('23-09-10 23:00:0','dd-mm-yy hh24:mi:ss')

ERROR at line 1:
ORA-38726: Flashback database logging is not on.

cause by:
SQL> select flashback_on from v$database;

FLASHBACK_ON
------------------
NO

-----------------flashback table
ORA-08189: cannot flashback the table because row movement is not enabled

SQL> alter table tab enable row movement;

Table altered.

SQL> flashback table tab to timestamp to_timestamp('20100924 21:18:36','yyyymmdd hh24:mi:ss');

Flashback complete.

SQL> select * from tab;

ID
----------
1
