需要用到product_user_profile表。
使用system用户登录，执行以下脚本：
@?/sqlplus/admin/pupbld.sql
插入一条记录：
insert into PRODUCT_USER_PROFILE values ('SQL*Plus' , 'HS_USER', 'HOST' ,'' , '', 'DISABLED' ,'' , '');
commit;
使用效果：
SQL> !
SP2-0544: Command "! (HOST)" disabled in Product User Profile
SQL> host dir
SP2-0544: Command "host" disabled in Product User Profile
SP2-0544: Command "! (HOST)" disabled in Product User Profile
SQL> host dir
SP2-0544: Command "host" disabled in Product User Profile
