解決過程﹕
Step1: check the entries in table RSMPTEXTS for PROGNAME = MENUSYST and SPRSL = EN.
Step2 these texts exists and are correctly, then call SE41 and select program = MENUSYST and status = INI
Step3 the menu looks correctly, activate it
