Sometimes, the user found some items have onhand qty, but without locator.
The user provide us the locator, we will do the following update:

update apps.rcv_transactions
set locator_id = 1
where transaction_id = 12;
--------1 row will be updated------------
update apps.mtl_onhand_quantities_detail
set locator_id = 1
where inventory_item_id = 123
and organization_id = 90;
commit;
