when I recompile the procedure,it takes a long time and makes an "ORA-4021" error at the end.After I restart the os,it does well.
maybe,it's a bug.

This problem can occur on any platform.
Symptoms
-- Application jobs are failing and gets time out while waiting for 'library cache pin'

-- This problem occurs intermittently on both RAC and non RAC environments.

-- This can be reproduced on three nodes RAC as follow:

1) In one node try to execute a java stored procedure, which say involves ByteArrayStream or say CLOB (note any class will do).

2) And in other environment say execute some other java stored procedure for the first time.

And on excuting on the 2nd node, receive the following error:

ORA-4021: timeout occurred while waiting to lock object SYS.oracle/sql/CLOB;
Cause
This is due to BUG:3253770 9I-GSI-CRITICAL PROGRAMS TIME OUT WAITING FOR LIBRARY CACHE PIN
Fix
Warm up each node serially. Like say execute a small java call which involves all the classes in classes.bin and execute them serialy.
OR
Apply fix for BUG:3253770
OR
Upgrade to Oracle database 10i
